The cipher 'E' could be attributed to any of these empresses - Ekaterina I (Catherine I) / ruled 1725-1727, Elizaveta (Elizabeth) / ruled 1741-1762, and Ekaterina II (Catherine II) / ruled 1762-1796.

A poor clarity of the glass, suggests an earlier dating.
